Project Evaluation Consultant
Physicians for Human Rights (PHR), which shared in the Nobel Peace Prize in 1997, is a U.S.-based international advocacy organization working at the intersection of medicine, science, and law. With a global network of thousands of medical, scientific, and legal experts, PHR uses the power of medical and scientific evidence to document violations of human rights and humanitarian law, prevent abuses, protect survivors, and promote justice and universal human rights for all.
Building upon its highly respected place in the field, and supported by a committed and talented team, PHR seeks a Project Evaluation Consultant.
Work Authorization: Applicants must have authorization to work in their country of residence. Those based outside of Iraq must also be authorized and able to travel to and within Iraq for the duration of the consultancy.
Location: Baghdad, Iraq and surrounding governorates. Consultant may be based in North Africa or the MENA region but must be able to travel to and within Iraq.
Term: This is a part-time short-term consultancy for 30 days between June 1, 2025, and December 31, 2025.
Organizational Overview
Physicians for Human Rights was founded in 1986 by five physicians who were united in the belief that health professionals, with their specialized skills, ethical duties, and credible voices, are uniquely positioned to prevent harm and promote respect for human rights. Since its founding, PHR has built a long and distinguished record of accomplishment by conducting groundbreaking investigations and advocacy, in concert with strategic partners.
PHR’s approach includes extensive documentation of the use of illegal and inhumane weapons in armed conflicts, attacks on civilians, and the physical and psychological impacts of torture and sexual violence as a weapon of war. Other core activities include protecting the rights of those seeking asylum in the United States, the human rights implications of the COVID-19 pandemic, and halting attacks on medical facilities and frontline health professionals.
Role Description
PHR is seeking a highly skilled External Monitoring, Evaluation, and Learning (MEL) Consultant to lead the comprehensive evaluation of our three-year project. This evaluation aims to assess the effectiveness, relevance, and impact of the project, with a particular focus on capacity development initiatives supporting survivors in accessing strengthened forensic evaluations and enhanced care to facilitate access to justice. The consultant will work closely with government officials, PHR staff, and multisectoral professionals engaged in our programming, building upon ongoing monitoring efforts to evaluate the project’s effectiveness, relevance, efficiency, sustainability, and impact. The evaluation will employ a human rights lens to assess outcomes and project goals, generating key lessons and identifying promising practices for organizational learning and improvement. The successful candidate will possess strong analytical skills, experience with MEL methodologies, proficiency in data analysis software, and excellent communication abilities to convey findings effectively to stakeholders. This role offers a unique opportunity to contribute to strategic reviews and enhance project impact within our organization and beyond.
Responsibilities
- Conduct desk review and research of key documents related to the project.
- Participate in onboarding meetings with PHR Capacity Development and Advocacy staff.
- Develop the evaluation design, timeline and evaluation tools, ensuring alignment with project objectives and donor requirements.
- Prepare an evaluation framework outlining the evaluation approach, methodology, and timeline.
- Undertake in-country travel for data collection purposes, including visits to field locations.
- Conduct interviews, administer questionnaires, and facilitate focus group discussions with relevant stakeholders.
- Analyze collected data using appropriate statistical and qualitative analysis techniques.
- Prepare draft evaluation reports and presentations for review and feedback.
- Incorporate feedback and revise evaluation reports accordingly.
- Submit a final evaluation report documenting findings, conclusions, and recommendations in accordance with established deadlines and quality standards.
Qualifications of the Ideal Candidate
- Fluency in Standard Arabic, excellent English written and communication skills
- Regional/Country experience and knowledge: in-depth knowledge of Iraq and the MENA region
- Residency in Iraq, or surrounding countries in the MENA region with ability to obtain a visa and travel to Iraq.
- Evaluation experience of at least 5 years in conducting external evaluations, with mixed-methods evaluation skills and having flexibility in using non-traditional and innovative evaluation methods
- Expertise in gender and human-rights based approaches to evaluation and issues of violence against women and girls.
- Specific evaluation experiences in the areas of ending violence against women and girls.
- Experience in collecting and analyzing quantitative and qualitative data.
- A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used.
- A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
- Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts.
Compensation
This is a short-term consultancy position. The consultancy period is up to 30 days at a rate of $350 per day. Travel and other related expenses will be covered by Physicians for Human Rights.
