Jennifer Elam, MPA

Jennifer Elam leads grants management functions at PHR and is responsible for monitoring programmatic and financial funder commitments and related reporting, grants planning and allocations, and instituting best practices across the organization in these areas.

Prior to joining PRH, Elam was the director of operations and grants administration at the private foundation TransitCenter, where she led all finance, operations, board management, and grants management functions, including creating and maintaining all internal systems, policies, and procedures as well as creating tracking systems to ensure that all business operations ran smoothly.

Prior to TransitCenter, Elam was an operations analyst at the NYC Parks Department, where she oversaw the implementation of an agency-wide initiative to increase efficiencies in the maintenance of city parks; she also developed, analyzed, and reported on key performance indicators to enable data-driven decision-making and promote agency accountability.

Elam grew up in the Pacific Northwest and has a BA in English and history from Seattle University and a Master’s in public administration with a focus in environmental science and policy from Columbia University.
